Yes but if there are no Koreans around (or if he's more handsome than the Koreans around) then his chances are nearly equal.
 It's like, let's say, those Chinese guys who dream for a blond, white West European girl. They'll think (wish) for some from Sweden, France or Britain but when there isn't they're accepting willingly similar white girls from poor East European countries like Ukraine or Belarus.
 Only the very hardcore fans will say "Korean or nothing.", "Swedish or nothing." and so on. Most of the people, usually, are ready to make a compromise especially if the person is more attractive (in something; not only about his/her looks).

What makes them think us Scandinavians all have blond hair? Some of us do but not all but then again. People with white skin (from lack of melanin in the skin) tend to have brown, blond, or otherwise light colored hair.
It's rare to see a person with very dark hair or brown eyes (mine are blue) as a lot of people here are white.

 It's because of the so-called stereotyping (a stereotype is a generalized belief about a particular category of people; it can be, for example, an expectation about the group's personality, preferences, appearance or ability.)
 People who didn't meet many Norwegians, Swedish, etc. may just believe that all or most are blond haired (because in all their lives they saw some blond sexy Swedish model or some popular Scandinavian pop band). But people who live in places with travelers or visited Sweden, Norway, Denmark, etc. will know the truth.
 The same with the Europeans, Americans, Africans, etc. who never visited China, for example, and don't have enough Chinese population around them -- they may have some stereotypes that "all Chinese know how to use kung fu", "all Chinese eat cats and rats" and so on which is far from right (because only a very small percentage of Chinese will eat something like that and not many will like to learn some martial art; even the Korean Taekwondo is more popular in some Chinese cities than the traditional Chinese kung fu.)
 Of course, sometimes the stereotypes can be accurate. Like "Most of the Norwegians aren't poor." and "Most of the Chinese do use chopsticks." :)

In most of the cases it works but if you're poor, weak socially and so on, doesn't work.
