I need a good list of pr3-pr4 paid web directories that average between 5-10 dollars, I wonder if I pay around a 100 of them, if they will improve my rankings significantly.

I wonder too. Why don't you use our free web directory? It's PR 2 now, may be PR 2+ in the future?

sure, they will improve your rankings significantly depending on how competitive they are, but if possible, search for deep link directories that allow you to submit around 5-10 of your inner pages as well to kill more birds at the same time.
