Sure. Well, for example Google's link disavowal tool allows publishers to tell Google that they don’t want certain link/-s from external site/-s to be considered. For example sites A, B, C and P link to your site and you dislike the link/-s from the P site, then you're able to use the disavow tool in order to tell the SE (search engine) that ("Forget about the P site links, please!" :) ).
Some SEOers and/or webmasters think there is only Google disavow tool, but it's not the one and only. For example -- the Bing's one: https://www.bing.com/webmaster/help/how-to-disavow-links-0c56a26f
