 I think it should be not snowy, not icy, not windy, not too sunny, not rainy. Cool (but not cold) or warm (but not hot) weather weather is the best time for playing football, in my opinion.

Both morning and evening are the best time to play sports but morning is the best time to play a sport. Because morning sunlight is good for health and any sport you play in the morning will drive away the laziness from you. Hence, it keeps you active for the rest of the day.

While you play a sport in the evening will make your body to go on a relax mode. it will make you calm and collected.

Also it differs from person to person. Some may like to play in morning and some in the evening.

During morning you’ll do a heavy workout or would have a heavy practice section, and in evening a light workout or light practice is needed to keep your body active and relaxed.

Not every time is ideal for playing football.Our bodies have cycles during the day based on our way of life.You should plan around these cycles to maximize your performance.Our body's temperature is one of these cycles and varies time to time.It is highest in the late afternoon and lowest early morning.The higher the body temperature the better your physical performance.In this case you should plan playing playing late afternoon.
If you have not eaten for several hours you should avoid  playing.Also avoid playing on a full stomach as the digestion requires a lot of energy.

Of course not every time is ideal for playing football. For example it's not good to play football during the typhoons' time or earthquakes' time. ;D

What's the difference between that lowest early morning temperature and that highest late afternoon temperature?
