If you're good in white hat SEO and green hat SEO, you don't need tools that much. Of course tools may be useful, but there is no need to search for "the best" one. :)

 Some possible reasons:
1. Google is banned in their countries (and they don't use VPNs).

2. They are satisfied with their other webmaster tools.

3. They are not knowledgeable enough. ;D
